The Niger State Government has endorsed a developmental approach to security that addresses the root causes of conflicts and grievances often exploited by non-state actors. This was stated by the Secretary to the Government of Niger State, Alhaji Abubakar Usman, on Monday during a study tour of the National Institute for Security Studies (NISS) in Minna.
The representative of the SSG, Permanent Secretary General Services, Mohammed Makusidi, acknowledged the timeliness of the study tour, noting the evolving roles of non-state actors in both challenging and supporting the state’s security architecture. Abubakar Usman disclosed that the governor has adopted a multi-faceted approach to security management that recognizes the importance of engaging constructively with non-state actors.
Some of the key strategies being implemented include social investment programs aimed at addressing the root causes of insecurity, such as poverty, unemployment, and social exclusion, which often drive individuals towards negative non-state actors. The SSG commended the team leader and participants, encouraging them to ask questions and be observant during their stay in the state.
Earlier, the Director of Research, Estimates, and Library Services and leader of the NISS team, Adekunle Bolarinwa, explained that the theme of the course, “Non-State Actors in Security Management: Issues, Challenges, and Prospects for Peace and Development in Africa,” is focused on fostering inter-agency synergy and equipping participants to study the dynamics and complex security challenges.
The participants, drawn from different countries, including Nigeria, are expected to spend a week on a study tour, engaging with stakeholders and gaining insights into the state’s security management approaches.
